There's a reason a three-word phrase has survived generations of use across an entire language, it condenses a whole worldview into something short enough to say in one breath, right when someone needs it most.
Spanish-speaking culture, broadly, tends to treat effort and desire as connected in a way English sometimes separates.
English has "where there's a will, there's a way," but it's longer, softer, more of a suggestion. "Querer es poder" states it as fact.
Not "there might be a way," the wanting IS the ability. That confidence in the phrasing tells you something about the culture that produced it: a comfort with direct, almost blunt encouragement, delivered without hedging.
